Nebraska Gov. Dave Heineman and Iowa Gov. Chet Culver have directed that flags at all government buildings and facilities be lowered to half-staff Saturday in observance of Patriot Day. Residents and business owners also are encouraged to fly flags at half-staff in recognition of the 9/11 anniversary.
